AUSTRALIA'S organ donation rate will continue to rise if Australia focuses on the critical issue of obtaining family consent, according to international experts.
It comes as the peak doctors' group urges the Federal Government to continue to find new ways to lift donation rates to help the 1600 waiting for transplants.
Mirela Busic, head of Croatia's Institute for Transplantation and Biomedicine, said it took a decade to turn her country's rates around.
Croatia had one of the lowest organ donation rates in the world, but since 2000 the rate had increased from 2.7 million donors per million population to 35 donors pmp.
The average Australian donor rate is 15.6 donors pmp.
Dr Busic said Croatia had a "soft" opt-out approach, in which people were presumed to be donors, but family consent was always sought.
But that was not the key to their success, she told the International Society for Organ Donation and Procurement Congress.
